Switching language in the project manager doesn't switch tooltips language

Switching language in the project manager doesn't update the "toolbar icons" or "app icons" tooltips language. They remain in the previous used language.

Every bug-fix carries a risk of regression. I don't think this is important enough to put in 5.1.3, so I'm going to leave it 6.0-only unless I hear different.

Note that many of these don't have translations for whatever reason. However Footprint Editor does, and now updates in real-time.

Stumble about this using (5.1.4-87-g78af1daa2)-1, release build at W10/10.0.18362.418
Its not only the tooltip, rather than the complete dialogs of some of the tools.
Several editors need complete restart of Kicad to switch i18n while others switch immediately.
Schematic, Symbol Editor, PCB and footprints behave well while
GerbView, BitMapConverter, Calculator and Layout Editor require Kicad restart to switch.
Sorry if already fixed in Master(?)

@Janvi, yes, it's fixed in master. (The Milestone field above gets set to the first version it's fixed in.)
