Bug Description

Invalid package information

After updating your package information, the essential package
'ubuntu-minimal' could not be located. This may be because you have
no official mirrors listed in your software sources, or because of
excessive load on the mirror you are using. See /etc/apt/sources.list
for the current list of configured software sources.
In the case of an overloaded mirror, you may want to try the upgrade
again later.

Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

There is something wrong with your network configuration as you cannot reach the Ubuntu archive. From VarLogDistupgradeMainlog.txt:

2019-05-10 17:42:04,506 DEBUG verifySourcesListEntry: deb http://archive.ubuntu.com/ubuntu disco main restricted
2019-05-10 17:42:04,506 DEBUG url_downloadable: http://archive.ubuntu.com/ubuntu/dists/disco/Release
2019-05-10 17:42:04,506 DEBUG s='http' n='archive.ubuntu.com' p='/ubuntu/dists/disco/Release' q='' f=''
2019-05-10 17:42:04,511 DEBUG error from httplib: '<urlopen error [Errno 101] Network is unreachable>'
2019-05-10 17:42:04,511 DEBUG entry '# deb http://archive.ubuntu.com/ubuntu cosmic main restricted' was disabled (no Release file)

You'll need to resolve this issue and try the upgrade again.
