ipw3945 only detected when active at boot

Bug Description

Binary package hint: network-manager

On kernel's using the new iwl driver instead of the older ipw3945 driver, my ipw3945 is only useable in networkmanager if the wireless switch had wireless on during boot. If its turned on later, networkmanager won't find it. This was not the case with the older drivers.

This may be an udev issue because the wlan0_rename device is sticking around.

I can reproduce the same thing when remove and probing again iwl3945 module.

I think this may be an udev issue. It's not really clear to me why the
interface name stays at wlan0_rename...
