Audacity is broken

Audacity (2.1.2-2) in Raspbian Stretch is completely broken.

Recording via USB soundcard doesn’t work however arecord is able to capture this soundcard.
Now even playback is slow and choppy. (Although I remember that both this functions worked properly on Jessie)

I am on Pi 3B running Raspbian Stretch Linux 4.14.98-v7+.
