Fix DPDK step_config input

Bug Description

As part of template flattening, the DPDK step_config is not populated correctly, and it results in "null" in the container-puppet.json on the node.

Fix the step_config input in the OvS-DPDK template

Also add the /etc/modules.d mount point for container-puppet
scripts, so that vfio module load conf file is created.
