TestVolumeMigrateRetypeAttached.test_volume_migrate_attached fails in tempest-slow* jobs in stable branches due to missing nova fix

That tempest change shouldn't have merged until the nova backports were also merged because now stable branch changes in nova are failing on that new tempest test w/o the nova fix:

The nova backports are lined up, but until they merge it looks like nothing else can land on stable:

We should probably skip the tempest test until the nova backports are all merged.
