Bug Description
We already ship a basic Nagios process check with the charm.
It would be useful for Nagios users if we could ship a second check to warn of any outstanding etcd alarms.
This could include a cronned script to dump 'etcdctl alarm list' into a file at intervals if there's any concern about overhead, or the check could just run the command live and parse the output.
