Hio.ko nvme module in linux-extra-modules

Bug Description

The hio.ko kernel driver for Huawei NVMe [0] is packaged as part of linux-modules-extra, not linux-modules. This makes it hard to use in envs where the former isn't included by default, e.g. when deploying via curtin.

Can we please have hio.ko as part of the standard linux-modules?
