Flattened cinder-backup templates not configuring backend driver

The flattened versions of the cinder-backup deployment templates are not correct. The non-pacemaker version generates a null value for the step_config portion of puppet_config, and the pacemaker version contains an invalid reference to the service's step_config.

The result of these issues is the cinder-backup service deploys, but always with the default value for every configurable option. In essence, it always deploys with swift as the backup backend, regardless of the actual THT parameter values.
