Bug Description

When installing Ubuntu, when the timezone selection is presented, either when Singapore is selected on the map, or when "Singapore Time" is typed into the input box, ubiquity configures an Indonesian locale, ie id.archive.ubuntu.com, and selects GMT+9. This should be GMT+8 and sg.archive.ubuntu.com.

This issue was introduced approximately in Ubuntu 16.04 (give or take 1 year), and I still observe it on Ubuntu 19.10.

This occurs on Ubuntu 21.10. It reproduces when not connecting to the internet during installation.
