Support choosing network from cloudshell container

Bug Description

Right now, there is no way to specify the network where the cloudshell container runs on. In earlier version, the cloudshell container will fail if the tenant has multiple networks. In latest version, the cloudshell container will pick the first network.

It is better to have a way to specify the network on which the cloudshell container run.

It will be very useful, if possible set network for cloud_shell containers in file ../openstack_dashboard/local/local_settings.d/_0330_cloud_shell_settings.py

Like:

CLOUD_SHELL_IMAGE = "gbraad/openstack-client:ubuntu"
CLOUD_SHELL_NETWORK = "cloud_shell_network"
