Bug Description

First press of Esc button - mesure tool is off, second press of Esc button scale line, that created by measure tool, is cleared.

The report is very similar to #1676814, but my implementation is much simpler, the behavior is similar to the behavior of other tools (Highlight Net and, possibly in the future, Display local ratsnest), in my opinion much more convenient. You can also make it so that several rullers are drawn in one cycle of using a measuring tool. Now only one ruler is drawn, the next mouse click draws a new ruler, the previous one disappears.
