Ratsnest freeze when you use the "Display local ratsnest" button and do not turn it off (Escape button, or Canсel in the context menu) then move the component, ratsnest behaves as in the video.

I can't recreate this. Can you provide a project that displays this problem?

Make visible local ratsnests and them move all linked footprints through M button
