Default selected Billing Type item is not the first item

Bug Description
EG 3.1 and probably all Web client versions.
When billing a patron, the UI presents the billing type dropdown menu. Any custom library billing types are skipped and the default selected item is the lowest ID number of the bunch, regardless of the listing order. XUL client always simply selected the top menu item.
