Delay/freeze/cpu spike when using the function/media/brightness keys in Xorg

Bug Description

There is a long time bug when the user press any function key or media key om Gnome, the CPU spikes to 100%, the system freezes for some seconds and then the key is pressed. This is particularly true when change the screen brightness. This only happens in Xorg, Wayland is not affected.

On Brazilian keyboard a workaround is to edit the file `/usr/share/X11/xkb/symbols/br` and comment the line `modifier_map Mod3 { Scroll_Lock };`

I also had this problem and the suggested workaround helped solving it. Actually, it additionally solved a delay issue on login screen when recovering from suspension and a delay on xdotool commands. Is it possible to reopen this bug report or should I open a new one?
