Bug Description
Cannot delete a orphan lvm volume when the backend vg/lv disappeared. No matter delete from the horizon web interface or delete from cmd "cinder delete", or from cmd "openstack volume delete --force"
Reproduce steps:
1. Use devstack to deploy openstack
2. Create a volume with lvm type (lvmdriver-1), e.g. with name "vol1"
3. Reboot the OS (pv and lv will lost)
4. Try to delete the volume "vol1". The deletion will not success, the volume cannot be delete anymore, even with the option "--force"
