Inconsistent scroll options for long dropdown lists

This does not seem to be the same issue as reported in other scrolling-related bugs (i.e. #1669120).

There are inconsistent scroll options for drop down lists within the same functions - some have scroll bars, others do not.

Examples:

In patron registration - the profile, home library, hold pickup, SMS carrier, dropdown lists have scroll bars, so values at the end of the list can be selected without scrolling the entire page. But patron statistical categories lists do NOT have scroll bars, so to select values at the end of the list, the entire screen scrolls.

In Add Copies and Volume/Copy Template Editor - the template, shelving location, loan duration, circ as type, status, and some item stat cat dropdowns do not scroll. But circulation library, circulation modifier, and some item stat cat dropdrowns do scroll.

Can mostly confirm in 3.1.10. I've replicated all reported inconsistencies except the template drop down in the volume/copy editor does NOT have a scrollbar as reported, so entire screen scrolls.

This bug may overlap some with bug 1669120 (fix committed, which changes the height of the "scrollable-menu" CSS class).
