Thanks for filing this bug in Ubuntu.

This is the error that was reported:
ERROR: Unable to start MySQL server:
mysqld: Can't read dir of '/etc/mysql/conf.d/' (Errcode: 2 - No such file or directory)

That is a very core directory of mysql, and it shouldn't have gone missing. Maybe you removed it while attempting to purge packages from your system before trying a reinstall, and something broke during that process?

I'll mark this bug as incomplete, bug if you can provide us with steps on how to reproduce this problem, please switch the state back to "new".
