Failed provisioning error should be more informative (Azure provider)

Bug Description
Hi,
When units fail provisioning, all we see is this:
| Machine State DNS Inst id Series AZ Message
| 6 down 52.230.xxx.xxx machine-6 xenial Failed
"Failed" isn't really helpful. Perhaps we could include the real error such as "Different basic sku and standard sku load balancer or public Ip resources in..." per LP: #1824465.

FWIW, even 'juju status --format=yaml' doesn't provide much information as to why it failed:
