Create new Match Set fmeditor's "Match Set Type" combobox doesn't have any values in it

Bug Description
The Match Set Type field in the "New Match Set Type" dialog expects values like "biblio". However, the combobox in this field doesn't show the user any valid values like "biblio" -- the user has to figure this out for themselves.
This is in the new Angular Vandelay.
