Bug Description
Once upon a time, we needed addon-resizer for arm64 and we manually built/published this:

By default, we don't enable addons that require the resizer (metrics-server, heapster) on arm64. That's a good thing because recent k8s releases have bumped the image version, e.g.:

This means our add_addon substitution no longer does anything:

If/when we need the resizer on non-intel arches again, we'll need to build/publish a new image and sync the version in 'add_addon()' back up with whatever upstream uses.
