I've encountered the same problem. I received message for 'sgml-base' and 'linux-image-5.0.0-13-generic':

""Could not install 'sgml-base'
The upgrade will continue but the 'sgml-base' package may not be in a working state. Please consider submitting a bug report about it.

triggers looping, abandoned"

Followed by the same message for 'linux-image-5.0.0-13-generic'.

When the upgrade from 18.10 to 19.04 finished it showed:

"Could not install the upgrades. The upgrade has aborted. Your system could be in unstable state. A recovery will run now (dpkg --configure -a)"

Other than the package involved this seems a duplicate of https://bugs.launchpad.net/bugs/1823004

In looking at the crash logs they lead to the same conclusion as in https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1823004/comments/5
