images.rdoproject.org/master/rdo_trunk/current-tripleo images are missing

Something is removing https://images.rdoproject.org/master/rdo_trunk/current-tripleo images.
These images are referenced by the default release files and have been reported by users.

Manually promoting the images works.

http://38.145.34.55/centos7_master.log actually promotes just fine.

Looks like issue is at promote-images.sh script from promoter but for fedora we just run standalone so we don't need to run that, I have put a patch to bypass qcow_tag for fedora

    Use correct images.rdocloud server at fedora28

    We need to specify the distro name and version there so we don't get the
    ones from centos7
