raspbian-archive-keyring misses dependency on 'apt'

The 'raspbian-archive-keyring' pacakge uses the 'apt-key' binary in its postinst script.

However, apt-key is only present if the package 'apt' is installed on the system. Therefore, the raspbian-archive-keyring package must add a dependency to 'apt'.

Doing that would create a dependency loop which as I understand it is considered undesirable because it means installation order ends up unspecified.

I suspect the proper fix is to eliminate use of apt-key from the package. Not sure if/when i'll get a chance to look at this though.
