Bug Description

Header files and pkg-config related (*.pc) files are not contained in package.
https://packages.ubuntu.com/bionic/amd64/choreonoid/filelist
https://packages.ubuntu.com/bionic/amd64/choreonoid-plugins-base/filelist
https://packages.ubuntu.com/bionic/all/choreonoid-data/filelist

We cannot build a program including header files (i.e., #include <cnoid/Plugin> ), and use pkg-config (i.e., pkg-config choreonoid --cflags).
Could you add these files please?
