Bug Description

When the system boots, the touchpad tap does not work.
If I add a startup script to fix, type
xinput set-prop 11 300 1
then this does not help, because the touchpad each time changes the ID to 10 or to 11, and the option number changes
"libinput tapping enabled" to 282 or to 300.

configuration management should be handled by the desktop environment, not xinput

The desktop environment of the XFCE does not have this setting. Previously, everything worked fine.
It also works without problems in Hubuntu 19.04 (test version).
