Bug Description
We need to support the juju model variable (if set) for http(s) proxy's if configured.
Currently the code does not allow gpg key's to be retrieved via a configured internet proxy (rougly line 309 of fetch/ubuntu.py) where we need to add the option '--keyserver-
apt-key does not honer any apt proxy setting set via the regular apt proxy route (/etc/apt/
A similar issue arises when adding a new source via apt-add-repsitory, as that only seems to honor the http-proxy & https-proxy environment variables, which we can obviously override on the specific call's we do
