Changing preferred ware of a warehouse does not trigger ware transportation

Bug Description

Revision 9030

The attached savegame has the following settings:

- Outsource logs from each warehouse
- Waited until the flags of warehouses are full of logs
- The Woodcutter is stopped

Because the logic does not know where to put the wares, the transportation stops, thats fine. But now try to change the preferred wares in the warehouses to get transportation back.

- Any change in the warehouses does not get the transportation of logs to work again

What works to get transportation back:

1. Change the preferred wares of one warehouse, e.g. to normal priority
2. Build a short road, e.g. build road from flag 14,14 and set a new flag at 15,12
As soon you have set the flag, the transportion works again.

As soon you click on continue, the transportation works again.

Expected result: Changing priority in the warehouse should trigger transportation.

Maybe related: bug 1821167 "Construction sites don'd get ware allocated for at least 2 hours; a ware is not transported away from a flag for at least 2 hours."

Another observation:

1. Let the woodcutter continue without changing priority in one of the warehouses
Transportaion does not work
2. Change priority in one of the warehouses
Transportation does not work until the woodcutter lays a log onto the flag of his house

Somehow i managed to have two logs lying at flag 18,14 which get not transported anymore.

What i did was to remove all logs from the headquarters and removed some roads, but i didn't remember exactly the steps to reproduce this.

I think this a critical bug and should be targeted for build 20.

Ah, when removing the road between flag 18,14 and flag 16,14 one log is transported (goes to headquarters), the other log will still lay at the flag, although the previous removed road is build again.

If you destroy the rod between flag 18,14 and flag 18,17, one log get transported (goes also to headquarters), the other log will still lay at flag 18,14, although the previous removed road is build again.
