Bug Description

Xubuntu 19.04/19.10 daily (20190325) x86_64

Checked media integrity before booting.
This machine has two displays; right screen is rotated-left so in portrait orientation.

I went into display settings, selected 2nd display and clicked 'rotation:' drop down until it showed left and the summary-pic was what I wanted, alas pressing APPLY button caused it to go into shadow and no change occurred.

Exiting from the 'display settings' dialog (using close button) and re-entering and the displays are as they were before change (or when first booted). I've tried many times, no result, always the 'apply' button remains grey/in-shadow and no other effect.

No crash reports are visible in /var/crash/

This issue has occurred on two different machines in QA-testing:
dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)
dell [optiplex] 755 (c2d-e8300, 8gb, amd/ati radeon rv610/radeon hd2400 pro/xt)
Both these machines use the same displays, one using DVI connections, the other uses VGA

I also tried alignment other variations (including when you select 'left' & initial placement)

I booted the live thumb drive (19.04 daily described above; it hasn't been re-written).

Verified that my display.change wasn't suddenly working now (nope, no change & clicking 'apply' caused it to grey-out etc... I took a screenshot (attached), then opened term & entered command copied from request in last (prior) comment

The command caused lots of lines to print, then paused....
I waited, then suspected the debug screen was waiting for me to do something, so I opened DISPLAY.settings

The [display.settings] window appeared to be locked (as if apply had been clicked; had I not closed it?? so I closed window)
I re-opened [display.settings] window & it seemed again to not respond, noticed a few more lines appear in debug.term.window, then noted (change of color to my right) that my right screen had rotated as I wanted!????

I'll save this locally, and then reboot & re-do this steps adding notes

19.04 daily (RC actually) test.. screens wouldn't swap & my 'right' (that is defaulted on left) wouldn't rotate left...

I ran `xfsettingsd --replace --no-daemon` (from Theo's [thelastonestanding] prior comment...)

and the screen settings (open) picture instantly returned to what it was on boot, and changes this time took effect...

It just occurred to me I didn't report the machine; looking back it's occurred before on that machine, but also

dell [optiplex] 755 (c2d-e8300, 8gb, amd/ati radeon rv610/radeon hd2400 pro/xt)

these two machine share the same displays (one using dvi inputs, the other using vga inputs)

comments #7 (& #8) were for/during a QA-Test install in 'live' mode

The install subsequent to 'live' was completed, and I could adjust my screen without any issues.

19.10 daily qa-test on d780 still (see last comment)

I tested on this box primarily to explore CTRL+ALT+T and SUPER+T which wasn't working on prior d755(-5) machine (which has no super key on it's '84 model-m keyboard), and the keys didn't work on this box too.

However after the XFSETT... command in prior comment; the CTRL+ALT+T and SUPER+T keys are now working. Logged here in case I need to find this again (I think easier than iso.qa.ubuntu.com comments)

same issue today on lenovo thinkpad x201 (i5-m520, 4gb, i915)
ctrl+alt+T wouldn't open term, plus couldn't change arrangement of displays (external vga was connected) - `xfsettingsd --replace` fixed issue
