UEFI model PC using CMS coult not update ubuntu-18.04.2

Bug Description

Dear everyone

I install ubuntu-18.04.1 japanes edition from iso image.
I have some PCs, installed same ubuntu.

UEFI model(asrock H110M-HDV P7.60) using CMS(Compatibility Support Module),
it can install ubuntu-18.04.1, but software update to occur snapd.snap-repair.service is
a disabled or a static unit, not starting it. I search ask-ubuntu, and find resoled it.
but this PC can not start ubuntu at power on, and shutdown long time.
before update (onle ubuntu-18.04.1) work fine.

UEFI model not using CMS, it can install ubuntu-18.04.1 and update 18.04.2 work fine.
BIOS only model PC, it can install ubuntu-18.04.1 and update 18.04.2 work fine.

UEFI model using CMS only could not update ubuntu-18.04.2.
what thing I need to do.

I restored backup file 2019-93-02, It may work fine.

Today I update UEFI model PC using CSM, restored backup from 2019-03-02.
use software-updater, and update normal.
but PC shutdown could not power-off(I force power-off by switch)
and power-on PC, and show /var/log/syslog, I found same error 1814364.

Today I update UEFI model PC using CSM, restored backup from 2019-03-02.
use software-updater, and update normal.
and PC shutdown problem occur again.

I force power-off/power-on by switch, and I select kernel
4.15.0-46-generic to 4.15.0-45-generic, so boot up normal.
then I check syslog file, a lot of ureadahead[264] messages
in two seconds.

I update software updater to update developer option update.
kenel update to 4.15.0-47-generic.
shudown and power-on up need a lot of time.
and a lot of ureadahead found in syslog.

I use ubuntu-18.10 kernel and xstack, then update to use sofrware-updater.
my ubuntu environment shutdown/power-on trouble cleared.

apt-get install --install-recommends linux-generic-hwe-18.04 xserver-xorg-hwe-18.04
