Bug Description
Evergreen 3.2+
Angular browser client translation configuration should use XMB/XTB files by default instead of XLIFF. This is based on our review of translation options and finding the XMB was the only file format supported by POEditor.com that correctly handled variable interpolation.

Contains an early copy of the Czech Angular translations. (This file will later be overwritten by an updated file as new translations are created and exported).
Includes changes necessary to use XMB/XTB files for Angular translation management.
CHEAT_SHEET.adoc is updated with instructions for building the cs-CZ locale.
