Bug Description

On Ubuntu Budgie 18.10 there is no configuration file under '~/.config/plank/dock1', only an (empty) folder 'themes'. Therefore no settings are persistent.
The folder '~/.config/plank' has permissions set to 755 and is owned by the right user and group. I re-installed ubuntu-budgie-desktop, budgie-desktop-environment as well as plank but to no avail.
