This issue was fixed in the openstack/keystone 15.0.0.0rc1 release candidate.

Any pointers on how to update my current keystone and keystone-ldap application from 14.0.1 to 14.1.0?
I tried "juju upgrade-charm keystone" which according to document upgrade the application version too.
