In order to reproduce this issue, you'll need a user group that has no permissions assigned to it.
To reproduce:
Administration | Server Administration | Permission Groups
Click on a user group that has no permissions assigned. (An asterisk will appear next to it)
Click on Group Permissions. It is blank as expected.
Click on a user group that has permissions.
The Group Permissions screen updates, but the first several "permissions" are completely blank. If you scroll down permissions are displayed after the blanks.
For what it's worth, I also duplicated this in the 3.1 XUL client.
I have heard reports that this has been around a bit, but I could not find a reported bug - apologies if there is one out there.
