Downgrading xserver-xorg-core 2:1.20.4-1ubuntu1 (from disco-proposed) -> 2:1.20.3-1ubuntu1 fixed this issue for me. So probably the bug is in xserver-xorg-core package.

can confirm that downgrading xserver fix the issue, looks like build issue. Now i know why it's called bleeding edge.
