OPAC Advanced Search - Accessibility and Button Placement

Bug Description

There is an accessibility problem in OPAC in Advanced Search interface. The Search & Clear Form buttons are situated under the Search Input fields. This means they are placed above the Search Filters. If search filters are used for searching, no "search" button follows, which is a problem for those using a screen reader. Hidden Search button or a hidden link "jump to search button" would be very useful.

This bug is similar to the issue described in the bug 1615805.

By the way, not only screen reader user might be confused, by the search button placed in the middle of the screen. Some user (not just the visually impaired) sometimes looks for the search button at the bottom of the page.

I wonder if it wouldn't be useful to double the search button and place it both in the middle and at the bottom of the page (under the Search Filters fields).

Noting that this is improved in both the Bootstrap OPAC and the new staff catalog.
