keysize for new keys

Bug Description

Currently Debian suggests 4096 RSA kekysize when creating a new RSA key yet the maximum gpa on ubuntu bionic will allow is 3072.

What should happen: higher keysizes for new keys should be an option (and maybe 1024 shouldn't be an option anymore?) , 2048, 3072, 4096, 8192

what does happen : keysizes for new keys are only 1024, 1536, 2048 (default), 3072

gpg does allow at least 4096 (try gpg --full-generate-key) so it stands to reason this should be presented to the user as an option
