Bug Description
gitlab is only available on trusty which is an EOL'd series. Juju should error cleanly when it hits this and allow overriding (for testing purposes and such) with --force
Expected:
juju deploy gitlab
Located charm "cs:gitlab-21".
ERROR: gitlab is only available on an unsupported series: precise.
juju deploy gitlab --force
Located charm "cs:gitlab-21".
Deploying charm "cs:gitlab-21".
This would also function with local charms.
