Bug Description

In commit fd0340d81c8965ebb5c7650e3bfbce0d4ed53405 we updated the charm to write to /var/lib/nagios/list-config-sanity.txt.new and then move the file to /var/lib/nagios/list-config-sanity.txt. Unfortunately it's run by the www-data user, and they don't have permissions to write to /var/lib/nagios/list-config-sanity.txt.new
