Bug Description

If you didn't originally set enable_validations = true when the undercloud was installed in Newton and you attempt to perform an FFU, the process fails because openstack-tripleo-validations is not installed. The FFU uses config-download from Queens which uses tripleo-ansible-inventory which is provided by the validations packaging.

This only affects queens as this has been addressed in packaging for Rocky+
