Cannot change an individual fund on an on-order PO

Bug Description
Once a purchase order has been activated, funds at the line item detail level are not editable unless using the batch updater. This means that users can only use either a distribution formula to edit the funds or apply the same fund to all line item details. However, if there are multiple funds used on a line item, sometimes only one fund needs to be changed. This isn't possible at the moment.
Users should be able to individually edit funds on line item details on activated purchase orders, in the same way that those funds can be edited using the batch updater.

Marking "Won't Fix", since the Angular version of this interface has just been merged. However, note that the angular interface has a similar issue: bug 1991487
