Bug Description
Usecase is when high traffic is comming, my backends (Autoscaling cluster) still fine, but my LB (lb policy) is bottleneck and can't serve traffic
We need to add additional LB policy to that cluster and using director LB or DNS to load balancing into two LBs. I think this is important usecase, and aws use that method.
So, how to attach 2 lb policies to the same cluster ?
