Allow import DXF onto copper layers

Bug Description

currently importing dxf/dwg can only be done unto graphic layers and not copper. Requesting permitting users to import unto copper layers.

In 5.1, the import dialog does indeed not show the copper layers. But when imported it can be moved to F.Cu and B.Cu.

Bump!
This is quite gamebreaking when doing something that needs some cad design/drawings. HF stuff and touchpad's etc. :(

Moving the lines doesn't work with multiple at once so that's quite tedious.
Would be really nice if someone could fix that soon. (As long as the implementation allows for an easy fix).

Thanks for the otherwise awesome and free software :)
