[RFE] DeployedServer - Create neutron ports on ctlplane instead of using a fake port and DeployedServerPortMap

Since commit 055e2528720c8e4801ac97d7d48e1358aad87af4 and probably a few other changes we expect ports to hold the information an actual neutron port holds.

With DeployedServer this has caused a few issues because the DeployedServerPortMap only populates a small subset of what a neutron port actually looks like. Resulting in these fixes:

As an alternative workflow, instead of creating fake neutron ports we could have a template that create neutron ports on the ctlplane network with fixed_ips configured for DeployedServer. This way we can still manually set the IP to what the pre-deployed server already have. And, the port would have all the information that is in neutron.
