[feature] Able to Acquire from Deployed State

Bug Description
Our deployment lifecycle process goes something like this:
1) Acquire Machine
2) Configure network interfaces, hostname, etc.
3) Deploy
4) Release
5) Restore network interfaces, hostname, etc.
The problem is during multiple requests coming in asynchronously, where just as the first deploy executes Release (step 4), a second deploy begins an Acquire and happens to Acquire the same machine from the first deploy, _but before the first deploy has finished step 5_!
One solution could be if a Deployed machine can go straight to Allocated, without ever releasing it.
