Bug Description

Prior to Thursday's "update" from Bionic-Proposed, the MESA was working fine; afterwards, gameplay on STEAM has become choppy and staccato; secondary display via a USB-C through DisplayPort UD3900 (Pluggable) is completely corrupted. See attached picture.

You mean it worked with mesa 18.2.2? Try with an older kernel too

Yeah, I removed the older kernels during a clean-up. How do I re-install one back?

When I install an older kernel, do DKMS modules need to be rebuilt, or do DKMS modules only need to built for newer kernels?

Not sure what happened, but I tried installing the HWE kernel, even those it's not entirely ready, but it did install the new video drivers and that solved it.

Are you still able to reproduce it with the stock bionic kernel? If yes, it's still a bug
