Cannot enter password on agetty VT console with linux-image-4.4.0-142

Bug Description

Since the upgrade to linux-image-4.4.0-142, I cannot enter my password on agetty VT console.

Here is what happens after switching to a VT console with CTRL+ALT+F1:
- agetty is present with the "hostname login: " prompt displayed
- I enter my login and press ENTER
- The "Password: " prompt appears and is immediately followed by a new-line and a "Login incorrect" message without having the time to enter the password
- Then "hostname login: " prompt appears again but is immediately followed by "Password: " and a "Login incorrect", and this process repeats until agetty is respawned or I type CTRL+C
- The agetty seems to be stuck as if the ENTER key was continuously held pressed, and I cannot enter the password or the subsequents login/password

If I boot on the previous kernel (i.e. linux-image-4.4.0-141), then I can correctly enter my password on agetty's VT console.

This problem is also present with linux-image-4.15.0-45.
