Bug Description
In RT:#116744 we're dealing with a Juju model where Juju is failing to clean up removed machines in the model state.
While this is probably a Juju bug that should be cleaned up in 2.5.1, it would be useful if mojo were flexible enough to allow skipping certain checks so that we could still use mojo on such a model.
