list-clouds CLI is confusing over local vs. controller clouds

Bug Description
This is paticularly an issue when using commands like "add-k8s" which adds a new cloud. Is it adding the clouds locally or to the controller?
Equally we need a way to list-clouds in the controller rather than just locally.
