Need to check the mirror config why this package is not available.

It is coming from https://github.com/redhat-openstack/rdoinfo/blob/1ae7fe8f3257d9ae68630699cd8382dd3304a2cc/deps.yml#L763 and https://cbs.centos.org/koji/packageinfo?packageID=398 -> last rabbitmq-server built is rabbitmq-server-3.6.16-1.el7 on cbs.

It's pulling rabbitmq from epel repo. Note that enabling epel in RDO deployments is not tested or supported or recommended and can lead to undesired results. Also it's not testing what has been tested in RDO deps.
